Concise description of the directive:

The work of the publishing houses (Academia and Goslitizdat) can only be qualified as indecent. Compared to Academia, Goslitizdat is barely more acceptable (production times leave something to be desired, many books are not ready by the anniversary of the Revolution; the work of the editors is uncoordinated). Academia’s problems are: rotten executives, mishandling of financial resources, criminal generosity practised at the expense of the state, prolonged delays in the publication of classics, endless fines for work done badly by the publishing house, commentators and editors. The activities of these publishing houses must be criticised and verified by the Bolsheviks.
